PRESS RELEASE: Alliance model delivering tangible population-based outcomes

Released today by AHHA’s Deeble Institute for Health Policy Research, the Evidence Brief ‘Delivering tangible population-based outcomes via an alliance model: South West Primary Health Care Alliance Queensland’ examines the alliance governance model as a strategy for achieving person-centred population health outcomes, particularly in the context of increasing chronic conditions and an ageing population.

Established in 2022, the Alliance brings together local healthcare stakeholders, including communities, government, and service providers, to collaboratively design and deliver integrated healthcare services.

The Alliance has demonstrated positive progress towards its core objectives, particularly in workforce stabilisation, access to services, and continuity of care.

The Brief also includes case studies from New Zealand, the USA, and the UK, providing insights into how the alliance governance model has been applied internationally to improve patient and workforce outcomes, as well as effectively utilise limited funding.

‘The National Health Reform Agreement and the Mid-term Review released late 2023, call for commissioning arrangements that incentivise local health organisations to coordinate care, pool funding, and integrate services,’ says AHHA Chief Executive Kylie Woolcock.

‘The alliance governance framework offers a promising approach to support this call for a nationally consistent, better-integrated healthcare platform in Australia. It allows for whole-of-system population-based healthcare delivery bringing independent organisations together around improving outcomes for the people in their communities.’

‘The model facilitates a population health systems perspective, including data and budget pooling, place-based leadership, and community engagement,’ continued Ms Woolcock.

‘The alliance governance framework represents a valuable tool for fostering collaboration, improving healthcare integration, and achieving tangible population health outcomes. Increased uptake of this model requires local and national commitment, leadership, and policy support.’
